this goes back to my freeshard days, but vendors always hired building for rent and could then place there vendors in said "shop" there are loads of building around places like brit that are uninhabited same for other towns (or shops with crap npcs).
it worked as a gold sink back then, as the best shops had "bid war" on them rent was 7 days at a time or something, and 24hours before rent expired, there was an auction on the shop "sign", highest bidder won the shop for 7 days
