If you cap dex you effectively cap bandage speed.
I believe all core stats ended up capped @ 150 at some point. With a HPI cap @ 25 for a max of 150hp.
Admittedly this was party because of items that will not exist on this server, and as such might not be necessary, but personally i dont see any harm in it.
SI doesnt really need a cap IMO. The leaps between the "benefits" are so large that its not really something you will be aiming for anyway.
I dont think a mana regen cap is needed either, but perhaps you mages can shed some more light on that.

isn't there already a softcap in place simply by the limit on slots for armour? so 12 is max if you have MR2 on every slot, that's fine I think as it gives you the option of sacrificing 1 or 2 armour artifacts (and losing out on their bonus) in the place of the extra MR, a good mix to options there I reckon

Bandage timers @ 150 dex should be 4 seconds on self, 2 seconds on other. That should be fine imo

I think heal on others used to always be around 2 seconds regardless (or with less of an effect) of dex, I only remember this from harrower days when xhealers with only 30 dex would still be set to like 2.5 secs timers

Other: 4s - dex/60 = time
