The Saudis have in recent years changed the way they handle visa requests.
It is apparently less hassle to apply for a visa via their website - if the thing actually worked that is.
The consulate staff are probably just loading the page offline from their temp internet files without realising it.

No it hasn't been ongoing for a long time and in fact the problem only just happened before my dad walked in. No it isn't their fault that their web site is experiencing some problems.
Could very well only allow connection via proxy. Same reason you can't access Chinese Internet and they shouldn't be able to access OURS.
